Voltages and Phasing - SQT 18MS

Measured the voltage supplying a 30hp Phase Perfect yesterday and it was 238 to 240. Today I measure and it's 248v which means the lathe transformer is putting out 207 to 208. The machine wants 200v according to what's printed on the transformer. I've seen people mention that just a bit too high voltage kills stuff in the long run. Is this too high?

Also what's the easiest way to check phasing? When I turned it on the hydraulic pump sounded louder than I remember it being when I checked it out and the gauges showed no pressure. I'm guessing it's phased backwards right now.

I also have a question about where you even put in hydraulic fluid on this thing? The placard on the machine that lists fluids shows the hydraulic unit being under the spindle and the fill cap is there as well. My machine has the unit crammed beside the transformer on the back side with a pipe union running to a hose which runs behind the electrical cabinet somewhere. There is a tank and cap on the spindle side that looks like it takes hydraulic but according to the placard that should be the cooling water. I'll try to get some pictures tomorrow to better explain.
